dc.description.abstractEfficient employees are always an asset to the company but at the same time, selecting the right candidate for the job can be a challenge. It has however been observed that teachers are recruited in an unprofessional manner and this has led to recruitment of teachers who are not qualified. Members of public feel that there is biasness in recruitment of teachers in secondary schools in Kenya This has been attributed to the incompetence of BOM and specifically, their academic qualifications, lack of training on the application of teachers' service commission recruitment guidelines, discrimination of candidates on nepotism, ethnicity, religion, gender and marital status. It is for these reasons that this research intended to determine the competence of the Board of Management in teacher recruitment in public secondary schools in Kisumu East Secondary Schools. Thus a descriptive survey design utilizing a conceptual framework on competence of Board of Management in teacher recruitment in public secondary schools was anchored on the following objectives: to establish major attributes of competence which influence teacher recruitment by BOM in Kisumu East Sub County, to examine the extent to which academic levels of BOM influence teacher recruitment by BOM and to determine factors influencing the recruitment of teachers by BOM in Kisumu East Sub County. The study used l lsecondary schools out of the 36 public secondary schools in Kisumu East Sub County which employed teachers through board of management from the 2012 -2014. The population for the study was 1024 respondents, that is 36 principals, 468 BOM, 497 teachers and 23 MOE officials. Stratified random sampling technique was used in getting the respondents for the study. 30% of the study population was selected at random from each stratum. Semi structured questionnaire and an interview schedule were used to collect data after testing them for reliability and validity. Validity of the instruments was enhanced by consulting the supervisors who proof read the questionnaire and the interview schedule and advised on any necessary changes and Reliability was enhanced by carrying out a pilot-test on the questionnaire and interview schedule to some principals, BOM and teachers who did not form part of the sample which tested areas that needed alteration or modification for clarity and relevance. The collected data were edited, coded and then analyzed using descriptive type of statistics. The study conclude that the greatest attributes of competence influencing teacher recruitmentare having teamwork during the recruitment process, BOM members being held accountable on whom they recruit, honesty and truthfulness by the BOM members during recruitment. It was also worth noting that majority of the people undertaking teacher recruitment exercise do not have any training on recruitment although they believe it has influence on their competence in recruitment. The greatest factors which hinder BOM from recruiting the most suitable teacher were lack of coherence and continuity and external influences. The study recommended that there is need to offer training on recruitment to those involved in the recruitment exercise for this will improve their competence. Secondly, mechanisms should be put in place to curb tribalism, nepotism, corruption and vested interests that exhibit during the recruitment exercise. The findings of the study will help the Ministry of Education to know the competence of the Board of Management members in undertaking teacher recruitment and come up with the best criteria of appointing the Board of Management members who can efficiently and competently recruit qualified teachers in their secondary schools.en_US
