dc.description.abstractInformation Technology (IT) governance has proven to be a necessary tool for organizations that need to manage and control their IT investments for purposes of enhancing their benefits and value. A larger percentage of organizations that have adopted IT governance are in the private sector, therefore their benefits centers around commercial gains and less on value delivery to the public. In light of this, the public sector has taken a step to embrace IT governance in order to take advantage of its benefits. However, there are challenges such as availability of skills to implement IT governance, support and buy-in from public sector management, IT financial management, and general awareness of IT governance and the benefits it can offer the public sector organizations. Although issues such as conflicting political views and environmental dynamics overwhelm public sector, IT governance has a role to play in enabling public sector organizations to create and improve their public value offering. This study focuses on how IT governance can be utilised as a tool to create public value in the Kenyan public sector. The literature of this study is fixated mainly on IT governance and public value. These two (2) concepts are used to formulate a conceptual framework for the study. The study achieves its objectives by making use of conceptual framework to facilitates the investigation of how the IT governance key area of value delivery affects public value on a strategic level. A questionnaire-based survey was performed on the Kenyan public sector organizations. The survey targeted public sector officials such as CIOs, IT governance specialist, business and financial managers. The findings of this study showed that two (2) factors, implementation of IT infrastructure and application of proper IT portfolio management practices are critical in assisting the Kenyan public sector organizations with their pursuit of an improved public value delivery. Other factors that indicated an important influence towards creation of public value were IT support and management, and IT performance management. These findings suggest that one of the effective ways that IT governance can be used to ensure public value is to implement effective IT infrastructure for the public. The assessment of IT projects' viability and the proper management thereof is another way that public organizations can utilize IT governance to deliver value to the public. These conclusions can be applied to other countries with similar IT governance and democratic maturity levels.en_US
