dc.description.abstractThe dependency of government, industry and society on Information Communication Technology (ICT) has attracted criminals, who use these systems to defraud or cause harm to users of these systems, leading to increase in cybercrime. Initiatives to fight cybercrime so far put up by the government of registering all simcards, the internet service providers, controlling and managing IPs and switching off all counterfeit handsets have done too little to tame cybercrime, as cybercriminals still find soft havens for perpetrating crime in public cybercafes where they can go undetected. Security measures in the public cybercafes should be ensured if the fight against cybercrime is to be won. The purpose of the study was to analyze cybercrime practices and preventive measures deployed in public cyber cafe in Kisumu City in order to generate reliable information that could be used as a counter measure by policy makers to address cybercrime in the public cybercafes, The specific objectives of the study were; to identify the types and nature of cybercrime prevalent in the public cybercafes, establish the existing cyber crime prevention measures in the public cybercafes and establish constraints in prevention of cybercrime in public cybercafes. Using purposive sampling, a sample size of 48 was arrived at and semi-structured questionnaires were used to collect data. The major findings of the study were; that cybercrime is a real issue in public cybercafes though was largely unreported; security measures deployed in public cybercafes in Kisumu city were inadequate to detect and curb the vice; user identification, education and awareness of government policies and that spamming, virus attacks, hacking and phishing are the most prevalent types of cybercrime in public cybercafes .. In conclusion, the main types of cybercrime prevalent in public cybercafes in Kisumu City are; spamming, virus attacks, hacking and phishing. The existing cybercrime preventive measures are; use of password protected computers, physical monitoring of users, firewalls, CCTV cameras and protected routers. However the major constraints affecting cybercrime prevention are; lack of awareness and education on cybercrime detection and prevention, inadequate training, non-reporting of cybercrime to relevant authorities, low awareness of government policies and poor infrastructure as evidenced by low number of internet access points and cyber attendants within the cybercafes.en_US
