dc.description.abstractDespite the principals undergoing Human Resource training which is expected to add value in the way principals manage their staff the numbers of challenges related to staff discontentment and unrest have not gone down. The purpose of this study was to investigate challenges faced by secondary school Principals in human resource management in Kisumu East Sub¬County, Kisumu County. The study attempted to achieve the following objectives; To establish challenges of Principals in recruitment, induction and development of staff, to investigate the challenges facing Principals in managing the staff in schools in Kisumu East Sub-County in Kisumu County and to determine the Principals coping strategies in dealing with the identified challenges on human resource management in Kisumu East Sub-County in Kisumu County. A conceptual frame work was used to guide the study. The conceptual frame work proposed that if work conditions are favorable then work performance improves. This study employed descriptive survey design. The study targeted a population was 40 (fourty) head teachers and 40 (fourty) deputy head teachers, 687 teachers 40 (fourty) Board of Management Chairperson and 40 (fourty) Parents Teachers Association Chairpersons forming a total of 847. The study employed simple random sampling technique to select 12 Principals, 12 deputy Principals, 206 teachers, 12 Board of Management Chairpersons and 12 Parents Teachers Association chairpersons (30% of the study population) forming a total of 254 respondents sampled for the study. The instruments of data collection were questionnaires and interview schedules. The questionnaires were administered to the teachers and PT A chairpersons, while the interviews were conducted :o the Principals, Deputy Principals and board of management chairpersons. Content validity o~ .he instruments was ascertained by supervisors from the School of Education, Jaramogi Oginga Odinga University of Science and Technology. A pilot study was carried out in 4 schools which were not part of the main study to establish the reliability of the instruments by using the outcome to remove the ambiguities, inconsistencies and weaknesses noted. Quantitative data from closed-ended questionnaire was analyzed using descriptive statistics such as frequency counts, percentages and means. Qualitative data from open-ended sections of the questionnaires and interviews was analyzed by organizing the content into themes and sub themes as they emerge, then tallied and presented through verbatim reporting. The study revealed that conditions of work influenced work performance of staff. The study also found that staff in Kisumu East Sub-County work under poor conditions. They experienced challenges such as inadequate working tools, low salary, inadequate housing and are overworked. In coping with the challenges faced, staff carried tools from home, engaged in small scale businesses and odd jobs, commuted from their homes and others who are unable to cope persevered. The study recommended that: Ministry of Education should improve staff working conditions by taking up full payment of staff salaries including the support staff's salary, increasing staff salaries, putting up houses for staff, recruiting more staff and increasing FSE funds to enable schools acquire enough working tools. The study may be useful to the policy makers in realizing how work conditions influence performance of staff; Principals to discover successful strategies of improving work conditions of staff; and in providing baseline information for further research in work conditions of staff.en_US
